Acquired clinics brought their own registration numbers and encounter records. Two sites could issue the same number, and staff could not tell which record belonged where.

Those numbers and encounters were reconciled onto one numbering series. User management decided who could open which site’s records, so an encounter could be followed across facilities without colliding patient IDs.
